If Use the local time zone of the user to set the effective start date of the status update is enabled in the job configuration, then the local time zone of the user will be respected.

If Use the local time zone of the user to set the effective start date of the status update is not enabled, HRIS sync respects the timezone configured in Platform feature settings->Tenant Preferred Time Zone.
