Symptom
All categories defined in the goal template are displayed on the goal plan, even if no goals are assigned to certain categories.

Reproducing the Issue

Log in to the system.

Navigate to Objectives > Performance goals.

Observe that the goal plan displays all categories, regardless of usage.

Resolution
Currently, the system does not provide an option to hide unused category sections. All categories defined using <category> elements in the goal template will be displayed by default, regardless of whether they are used.
Alternative approach:
- Remove the <category> elements from the goal template.
- Instead, add a dropdown field named category within the goal form.
This setup allows users to select a category for each goal, but the goal plan will appear as a single, flat list without section divisions.
Note: Some reporting tiles that rely on section-based categories may not function as expected with this configuration.
