3624774 - Posting is possible even if vendor is marked for deletion

Symptom

When post documents using a vendor which is marked for deletion, a warning type F5A002 "Vendor account XX is flagged for deletion " appears, but after pressing Enter key, posting is still possible as usual.

Expectation is that when vendor is marked for deletion system will not post any document.
