3625332 - There is no data in app "Create Cancellation Outbound Files - China"

Symptom

A billing document was processed, and the outbound file was created using the app "Create Outbound Files - China." Subsequently, the app "Upload Inbound Files - China" was used to load the file from Golden Tax. However, when attempting to use the app "Create Cancellation Outbound Files - China (APP_IDGT)" to cancel the invoice, no record was found that could be canceled.
