Interview can be created without adding any interviewers in Interview Scheduling page.

SAP SuccessFactors Recruiting Management

1. Go to the Interview Scheduling page
2. Create an interview without selecting any interviewers
3. Observe that the interview can be created. 

Internal team has confirmed that this is expected behavior.
