3625865 - Enter Totals feature does not consider BCF item during flexible upload

New feature  FINCS_ENTER_TOTALS  is active  but The "Enter Totals" feature does not consider BCF item (e.g. subitem 900) when using Flexible Upload.

The flexible upload use YTD mode, Delete all update mode, but system still don't  include data of the period 000 

Example: For FS item 121300, BCF subitem 900=1000 in 000/2025, then user want to YTD import=1400 in 001/2025, default  subitem 915 should be 400 (1400 - 1000).

But system only post 1400 to 915 for now.

The issue arises because the Flexible Upload functionality does not account for existing subitem 900 data when the "Enter Totals" feature is used.

Use the "Import Reported Data" app instead of the Flexible Upload app to utilize the "Enter Totals" feature.

If there is no task logs after you importing file in the app, please review upload file again.
