3626416 - Error IL304 occurs when change Functional Location category through BAPI_FUNCLOC_CHANGE.

Symptom

You are using BAPI_FUNCLOC_CHANGE to change Functional Location category.
Error IL304 occurs which stops the change.

However, you are able to change the Functional Location category in online transaction IL02.
