3626525 - External Permission Group Filter doesn't work even has been added in Dynamic Group Filters - Onboarding

External Permission Group Filter doesn't work even the HRIS filed has been added in Manage Business Configuration, Dynamic Group Filters.

1. Add a field in 'Manage Business Configuration' under 'Dynamic Group Filters', and set 'Extended by N days' to 90. 
2. Use this field as the 'External Permission Group Filter'.
3. After initiated onboarding, observe that the filter doesn't work; the candidate didn't go to the valid External Permission Group, even though he/she matched the filter. 

• The issue is caused by a configuration issue where the same HRIS field (e.g., Job Information...) is configured with multiple "Extend By N Days" values (e.g., 30 and blank) in Manage Business Configuration.
• The system randomly selects one of the configurations without any defined logic, leading to instability in the Permission Group Filters.

1. Access the Manage Business Configuration UI (BCUI).
2. Navigate to Filters > Dynamic Group Filters > DGFilters.
3. Review the configuration of HRIS elements in the Permission Group Filters, click Detials button;
4. Ensure that each HRIS field is associated with only one "Extend By N Days" value.
5. Remove any duplicate configurations where the same HRIS field is assigned multiple "Extend By N Days" values.
6. Save the updated configuration.
