3626572 - Contingent Worker: Last Updated By is different in hire and termination event

The last updated by field is different in hire (SCWK) and termination (ECWK) job information records when there is a workflow attached on hire and a different user approves the workflow than the one who initiated the hire.

1. Hire a contingent worker.
2. Approve the workflow.
3. Observe the "Last Updated By" field in both hire and termination events under job information.
4. Hire event shows the last updated by as the initiator of the workflow and the termination record shows the last updated by as the last approver of the workflow.

The audit details (last modified by and last modified date) are updated by the service layer framework internally and technically the hire and termination are saved in separate service layer calls.
