Symptom

When attempting to create an instance of “API Management, API Portal” in your BTP subaccount, you encounter the following error:

Couldn't create an instance of service 'API Management, API portal' with plan 'apiportal-apiaccess'.
Service broker error: Service broker apimanagement-apiportal failed with: Service instance provision failed with error: The service instance creation failed as the API Management, API portal is not set up yet for tenant.
