3628516 - T-code VA01/VA02 consider BOM changes made by unreleased change number

Symptom

BOM was created/changed using change master with release key. Release key is not set in the change number. 

However, when BOM is being exploded in sales orders (t-code VA01/VA02), such unreleased BOM changes got exploded.
