3628636 - MRP: Planning proposals' date always falls in future even set "Start in past" indicator during reorder point planning.

Symptom

With setting the indicator "Start in past"=1 in T-code OPPR/OPPQ, the user expects MRP to create planning proposals whose the available date matches the requirement date.
However, MRP run creates planning proposals whose the available date always fall on the future date instead of the requirement date.
