3629006 - GR message is stuck with the error IO304 when activating provisional SN in EWM system

Symptom

A user has activated Provisional Serial Number for a warehouse and set "Goods Receipt Mode" as "Immediately Send GR Postings and Partial GR Postings to ERP", then the user posted GR for a EWM inbound delivery without entering any serial numbers, the GR message is stuck in tcode SMQ2 with the error "Only &2 serial numbers entered instead of &1", the message no. is IO304.
