3630668 - Unable to import end user's survey response in bulk

• Class surveys were collected offline after the class and Learning admin would like to import those survey response into Learning system

In order to make sure the authenticity of survey response, the survey response must be submitted by end user self.

Import data tool is not supported for importing survery response.
