3630703 - "Insufficient route quota to create a route" error when using "build-runtime" service plan.

Symptom

Even though the subaccount is entitled to "SAP Build Runtime" service, the following error is thrown when trying to create a route under a space:
"Insufficient route quota to create a route. Please update your quota plan or your Application Runtime entitlement in the subaccount."

SAP Build Runtime, with "build-runtime" service plan allows for routes and memory quota in the space.
