Symptom
- See many error 701 messages like below, then ASE becomes unresponsive.
There is not enough procedure cache to run this procedure, trigger, or SQL batch. Retry later, or ask your SA to reconfigure ASE with more procedure cache.
- In shared memory dump, can see most procedure cache is allocated on MEMC_LELOBVALUE_1

In shared memory dump, there is only one spid which also has a lot of batch parameters, and is the heavy user of MEMC_LELOBVALUE_1. e.g.
pmctrl_pgcnt=478554, pmctrl_spid=2469
pmctrl_allocid=243 (MEMC_LELOBVALUE_1) pmctrl_moduleid=14 (BLOB Management)
- Running on an ASE version where the fix of CR 826455 is included, but still sometimes see ASE unresponsive after error 701.
