3631650 - 'No authorization to start the UI for transaction S_ER9_52001849' error when accessing SSCUI - 103440 in SAP S/4HANA Cloud Public Edition

When trying to access SSCUI/Configuration Activity "Assign Number Range Intervals to Packaging Material Type/Plant/StrgLocation" ID 103440, the following error messages are raised: 

• No authorization to start the UI for transaction S_ER9_52001849
• No Authorization for transaction S_ER9_52001849 of IMG Activity - SIMG_TVHUINTNUM

• SAP Central Business Configuration (CBC)
• SAP S/4HANA Cloud, public edition

1. In the CBC workspace click tab Configuration Activities
2. Search for the Configuration activity 103440
3. Click on the entry
4. Click button "Go to Activity"
5. The error message is raised.

Missing Business Catalog.

The SAP_CA_BC_IC_LND_LO_HUM_PC business catalog should be added to the BPC_EXPERT business role (or to the similar role in use). Additionally, to have editing rights, please ensure to grant "Write Access" to "Unrestricted" for the BPC_EXPERT business role (or for the similar role in use).

If after that the issue is not solved, please create a case for the LO-HU-IAM component and inform the affected CB user (KBA 2838282).
