3631737 - NWA license page doesn't show any licenses

NWA License page is not showing any licenses. Also installing fresh licenses is not populating any details.
Default trace error messages indicating issues with license key store, with errors like.:

• #Warning#com.sap.engine.core.licensing.impl0.LicensingManagerImpl#

  Problems getting the system number. Error message: "[Could not get the system number because could not read the store for license keys!]".#
  And
  Internal error: String "ABCD....Z" should start with a four-digit number, but it doesn't.#
  And
  There are illegal data in the license key store.#

While listing license from Telnet, the LIST_LICENSES command is providing the following error:
