3631844 - "Create Form" button not visible when proxying - SAP SuccessFactors Performance & Goals

The "Create Form" button is not visible when a user proxies to another user who does have the "Mass launch forms" Role-Based Permission

SAP SuccessFactors Performance Management

1. User A has the permission to create Performance Forms. They should use the Button in the Performance Inbox "Create Form".
2. User B is given the permission to Proxy as User A and thus should inherit all their the Role-Based Permissions as well.
3. The button "create form" is still not visible to User B.

"Admin Tools" checkmark is not selected in the Proxy Management UI. This is the setting that enables the "Create Form Button" when proxying as an other user. 

You need to make sure you checkmark "Admin Tools" in the Proxy Management UI when setting up the Proxy user: "Performance Management" and "Performance Tab" checkmarks are not enough to display the "Create Form" button in the Performance Management Inbox, you need "Admin Tools" as well.
