3632981 - Competency proficiency level not shown for competencies on Performance form

No proficiency level is shown for Competencies in Performance Form even if the show-comp-proficiency-level is set to "true" in the competency section in Form Template XML

SAP SuccessFactors Performance Management

1. Create a Proficiency Level Scale and link this to the competencies.
2. Configure a PM Form Template with competency section that should pull the proficiency scale linked competencies. Here set the attribute "show-comp-proficiency-level" as "true" in the XML.
3. Launch a PM Form with a competency section for which the Proficiency level scale is attached.
4. Notice that the Proficiency level scale does not show up on the PM Form for the competencies.

The attribute "show-comp-proficiency-level" was supported on PMT (V11), it is not support on PMU(V12) which is the current version.
