Follow up survey notification (FollowupEvaluationAssignmentNotification) to the manager is sent as To instead of CC.

1. Access Learning Administration 
2. Run the Course Feedback and Follow-Up Surveys Email Notification automatic process 
3. Notice that the Follow Up Survey notification was sent to the manager as To instead of CC of the user notification.

The reported behavior is expected in the Learning system, the emails sent from the APM are sent as individual emails, hence why it is not sent as CC to the manager.
