3633899 - Sampling QM process lead to WMQF stuck queue with error /SCWM/L3104

Symptom

The user has an inspection process with sample procedure(For example Destructive sample). After usage decision a WMQF queue is stuck with error /SCWM/L3 104 "Stock for required data does not exist". The warehouse task for the sample part fails.
