3633928 - Pay Components Not Created On Hire Of Global Assignment With Workflow As Per Business Rule

1. A business rule has been created to add pay components to an employee based on certain criteria (e.g. hire, rehire, Job Info changes, Global Assignment hire)
2. When a Global Assignment hire is processed, if there is a workflow involved in the hire process, the pay components are sometimes not created despite the rule trace triggering and showing they are being created / set during the hire process
3. If no workflow is involved in the process, the pay components are created as expected

1. Log into environment
2. Go to an employee's profile
3. Actions > Add Global Assignment
4. Fill out the information for the Global Assignment's hire and submit
5. The submission of the hire triggers a workflow - a rule trace shows the pay components are being created at this point
6. Approve the workflow - rule trace shows the pay component rule did not trigger at this point
7. Pay components are not created when you view the Global Assignment profile

Code issue - there are two different processes for final approval of Global Assignment workflows which are randomly chosen during the final approval, one of which skips business rules and the other which does not. If the business rule is skipped on final approval of the workflow, the pay components will not be created on hire. As there are two processes which are chosen randomly, the behaviour can be inconsistent.

This is a code issue which will be resolved with ECT-257228 in 2H 2025. In the meantime, in order to get the pay components consistently created on hire of the global assignment, a workflow should not be triggered for the process. Alternatively, if a workflow is needed for the process, if the pay components are not created due to the inconsistency, they can be created manually post-hire instead.
