3633928 - Pay Components Not Created On Hire Of Global Assignment With Workflow As Per Business Rule

1. A business rule has been created to add pay components to an employee based on certain criteria (e.g. hire, rehire, Job Info changes, Global Assignment hire)
2. When a Global Assignment hire is processed, if there is a workflow involved in the hire process, the pay components are sometimes not created despite the rule trace triggering and showing they are being created / set during the hire process
3. If no workflow is involved in the process, the pay components are created as expected
