Using HTML Tag to define Custom Field Label as hyperlink is not possible.

Cause
Quote 2.0 limitation.
Resolution
- By default, responsive templates don't support hyperlinks in the labels of quote custom item fields.
- If you want labels to function as hyperlinks, you need to adjust the layout customizations accordingly.
