Symptom
When creating a site in LMS, the following Application Error message is generated: 401 : [no body].
Image/data in this KBA is from SAP internal systems, sample data, or demo systems. Any resemblance to real data is purely coincidental.
Environment

Reproducing the Issue
- Log into HCM > navigate to Learning Administration >
- System Administration > Application Administration > Sites >
- Add New > fill all the details > Apply Changes >
- Application error generated.
Cause
A 401 is an authorization error. In this context, it is typically thrown when the person who is performing the action is not authorized to do so on IAS. In other words, the admin is probably missing a permission on the IAS side.
Resolution
To resolve this, please verify the following:
- Ensure the administrator responsible for this LMS tenant's communication has all the permissions configured as per the screenshot in KBA: 3552671 - Permissions in IAS for LMS IAS Technical User;
- If permissions are correctly configured, verify if the correct mTLS certificate has been uploaded as per KBA: 3247849 - Learning IPS - mTLS Certificate Expiration [2024-2025];
- Update the certificate if it has expired to ensure real-time activities such as Site creation and user synchronization work correctly.
