3634616 - Translation issue in Performance and Competency Dashboard report

Competencies are not translated in the default Performance and Competency Dashboard's "Average Rating & Expected Rating" section when system language is set to other than English, even though the translation is maintained properly in Manage TIH in all affected languages. This issue does not occur in other Dashboards (e.g. Competency Dashboard).

1. Change the language to German.
   
   
2. Go to Reporting (Bericht-Center).
3. Open "Leistungs- und Kompetenzen-Dashboard" report.
   
   
   
   
4. See that categories are not translated in "Durchschnittliche Bewertung & Erwartete Bewertung" section.
   
   

This is a limitation of the standard report's backend XML configuration and considered as expected behavior.
