UDM is enabled and you have multiple job layouts. The desired layout matching the defined rules is not being applied.

You have multiple job layouts that qualify to apply to the job.

When the system determines which job layout to use for a particular job, it starts from the top of the job layout list and searches its way down the list.

For each job layout, system checks if the job satisfies the defined layout rules.

As soon as the system finds a matching job layout, it uses that layout. 

A layout higher up in the order list was applied.
The solution here would be to go over the layouts created and make sure that they are specific enough so that only one layout matches the defined layout rule and can be applied to that particular job.
