3634816 - Microsoft Excel limits dataset to 1,048,576 rows after exporting it via Spreadsheet (Shift+F4)

Symptom

When an user downloads a XLSX file via -> (List) -> Export -> Spreadsheet (Shift+F4), not the whole data is extracted (some rows are missing). For instance, in the ALV display there were 1,109,261 lines however it exports only 1,048,576 lines.
