3634847 - A cancelled Nota Fiscal docnum gets a wrong Proc time or Changed At time

On DRC Outbound during a NF-e cancellation process, the authorization or processing date get a wrong hour information.
It can even lead to a different cancellation date due to adding or subtracting hours. 

The wrong date fields can be: 
J_1BNFDOC-CHADAT (Changed on);
J_1BNFDOC-CHATIM (Changed at);
J_1BNFDOC-CANDAT (Cancellation Date);
J_1BNFE_ACTIVE-ACTION_DATE (Date of Change to Document); 
J_1BNFE_ACTIVE-ACTION_TIME (Time of Change to Document).
