Disqualified candidates do not receive email notifications configured with a delay, despite the settings in 'Manage Recruiting Settings' indicating that emails should be sent after a specified time period .

Reproducing the Issue
- Navigate to the Admin Center > Manage Recruiting Settings.
- Set 'Delay Emails to Disqualified Candidates (in hours)' to a specific period.
- Place a candidate into a disqualification status.
- Observe that emails are not triggered after the configured delay period.
Cause
The issue is generally attributed to a conflict between system settings and scheduling parameters that affect email delivery:
- Settings Conflict: The delay for sending emails to disqualified candidates might match the maximum age allowed for sending notifications—resulting in overlap that prevents email delivery. For example, if both settings are configured to a similar timeframe, emails might be blocked by system checks for older notifications.

Job Scheduling Issues: The scheduled job responsible for triggering these emails may have stopped running due to configuration errors in Provisioning, such as an invalid job owner or misconfigured job parameters.
