Environment
SAP S/4HANA Cloud Public Edition
Cause
Business Catalog SAP_SD_BC_PRE_BIL_DOC_SRVC_PC (Sales - Preliminary Billing Documents for Services) is not assigned to the user via any Business Role.
Resolution
Add Business Catalog SAP_SD_BC_PRE_BIL_DOC_SRVC_PC in the BR_BPC_EXPERT equivalent role and assign it to the user.
