Symptom
Goals are shown to belong to the wrong Performance Management form in cross domain report with goal management and performance management domain (PM GM cross domain report).
The report shows that eg. a certain Document ID has a Goal Plan linked into it when in reality this is not the case, creating the illusion of incorrect data.

Reproducing the Issue
- Create Cross-Domain report with PM and GM domains
- Join them with inner joining parameter being the "Form subject" equaling the "Goal Owner".
- Notice in the exported report that certain goals are being shown as part of Performance Management forms that they are not actually linked to in the UI, giving the illusion of false data.
Cause
This is expected behavior.
By setting up the cross-domain report by inner joined parameters being "form subject" and "goal owner", the system is asked to display all goals that belong to the subject of the form, regardless of whether the goal actually is linked to that form or not.
Resolution
Instead of "Form subject" being equal to "Goal owner", please use "Objective id" as inner join parameter for the report.
