3638612 - "Item cannot be inspected" when trying to post partial UD for QM sample split process

Symptom

The user has configured a sample split process in EWM quality inspection process. When accessing the partial inspection UI with EWM inspection button in QA11/QA32, system shows 2 items in the partial UI, one for the inspection type S and one for inspection type A. The user is only able to inspect the S part, the A part holds red button and error "Item cannot be inspected".
