Symptom
Inconsistent behavior with workflow notifications in Work Tech for different roles in Microsoft Teams.
Example: System admin Role can view "Approve" and "Approve with Comments" while Business HR Role can view "View More", "Approve" and "Approve with Comments"

Reproducing the Issue
- Trigger a workflow notification for users with different roles (e.g., System Admin and Business HR).
- Check the notification cards generated on the UI desktop for both roles.
- Verify the notification cards in Microsoft Teams for both roles.
- Observe that the "View More" option appears inconsistently for different roles.
Cause
To enhance the visual style of approval cards, the "View More" option is limited to cases where there are more than 15 item changes.
Resolution
- The "View More" option is designed to appear only when there are more than 15 item changes in the approval request.
- Verify the number of item changes in the approval request for each role.
