3640173 - "Add Header and Footer Content" button is missing from job requisition form - Recruiting Management

Symptom

Generally, "Add Header and Footer Content" button displays beside the Internal Job Header field(intJobDescHeader) in the job requisition form.

The recruiting user can use this button to select saved header/footer.

However, sometimes the button is missing.
