3640418 - Effective Date Set By Business Rule Not Working With Off-Cycle Event Batch

Symptom

An Off-Cycle Event Batch has been configured with a business rule. Within the business rule, field values are being set, including the effective date / event date of the record. However, when the Off-Cycle Event Batch runs, while a rule trace shows the date is being set correctly as per the rule, on the employee's profile the record's date is actually set to be the date the Off-Cycle Event Batch ran.

For example:

A business rule is configured to set the effective date of the record to be the 1st of the month (e.g. 1st August 2025). However, after the job runs on 28th August, on checking the record on the employee's profile, the effective date is actually the date the job ran (28th August).
