3640435 - Billing category "L" is applied even if a different value is set in customizing

Symptom

In transaction VOFA a billing type is configured e.g. having billing category (TVFK-FKTYP) 'W'. As the billing document is created VBRK-FKTYP is filled with "L" instead of the configured "W".
