3640587 - How can I retroactively add a tenure policy to a worker?

• System displays "No Policies Identified" on the worker tenure tab even though a tenure policy is configured.
• System does not apply the newly created tenure policy to existing workers.
• System does not reflect changes from the modified tenure lookup on existing workers.
