3641708 - isql: TCP Keepalive settings cause Seg Fault core dump or crash

Symptom

isql crashes on windows and Seg Fault coredump on linux when using ocs.cfg configuration file with new tcp keepalive settings:
$SYBASE/$SYBASE_OCS/config/ocs.cfg or %SYBASE%\%SYBASE_OCS%\ini\ocs.cfg

[DEFAULT]
[isql] CS_CON_TCP_KEEPCNT = 3 ; No. of unacknowledged probes before terminating the connection
CS_CON_TCP_KEEPIDLE = 210 ; Value in seconds to wait before sending Keep-Alive Probe
CS_CON_TCP_KEEPINTVL = 30 ; Value in seconds to provide gap between any two probes.
