3643111 - Group Journal Entries workflow completes after a single approval despite All of the recipients setting in Manage Workflow

Symptom

In Manage Workflow for Group Journal Entries Fiori app, the workflow is defined with the condition that "The step needs to be completed by all the recipients." 

The draft journal entries are expected to post only after approval from all recipients. 

Currently, the draft is posted even after approval from any one recipient. 

Workflow log in T-code SWIA shows only one recipient instead of all recipients.
