3643645 - shadow instance startup issue during database migration option (DMO) with system move in software update manager (SUM)

Symptom

There is an error during the MAIN_SHDPREPUT/START_SHDI_PREPUT phase of the Software Update Manager (SUM) as below:

1 ETQ359 RFC Login to: System="<SID>", AsHost="XXXX" Nr="XX", Client="000", User="DDIC", GwHost="XXXX", GwService="XXXX"
2WETQ231 RFC Login failed

....

1EETQ399Xcouldn't be started, check 'PHASE_START_SHDI_NEW.LOG' and 'DEVTRACE.LOG': Error: ABAP instance 'XX' on host 'XXXX' is still down!
1EETQ204 Upgrade phase "START_SHDI_PREPUT" terminated with severe errors.

However, the the command `sapcontrol -format script -prot NI_HTTP -nr XX -function GetProcessList` shows all processes as GREEN.
