3644599 - Missing QUA_PCS_VAL in FU for package item created from HU of LE delivery

For LE-TM integration, LE owns HU that is passed to TM to create package item in FU. However, due to missing package item quantity (table /SCMTMS/D_TORITE~QUA_PCS_VAL) in FU and FO, the LDAP request message lacks the package item and can't be processed in EWM side because EWM delivery has the HU item.
