3644618 - IS-U: TOU interface does not consider billing factor

Symptom

  • When performing billing using TOU interface, the system does not consider the billing factor from device allocation. 
  • When performing billing using TOU interface, the system does not consider the register factor maintained in the register configuration.
  • The consumption passed via MDUS request remains unconverted, leading to incorrect billing.
  • The issue occurs when the billing or register factor is not equal to 1.
