The SAP application server (running on Windows) fails to start. The dev_w* trace contains the following error messages:

Action taken:

• Verified that the library I:\usr\sap\SID\D00\exe\dbhdbslib.dll exists and is accessible.
• Confirmed that the file attributes, especially security-related settings, are correctly configured.
• Checked KBA 2657463, which does not apply.
• Used Process Monitor to track "R3trans -d".
