Cause
According to the legal requirements, the withholding tax should be calculated at the time of payment. The SSCUI 104225 - "Define Withholding Tax Type for Invoice Posting" is not required for the GB solution.
Resolution
Use only the standard configuration SSCUI 104226 - "Define Withholding Tax Type for Payment Posting".
