3645648 - Competency rating shows "unrated" in ad hoc report despite ratings selected in 360 form

After upgrading legacy 360 template to fiori version, competency rating displays as "unrated" in ad hoc reports despite ratings being selected in the 360 form.

SAP SuccessFactors 360 Reviews 

1. Upgrade 360 form template to Fiori version.
2. Create a 360 form, select ratings and submit.
3. Create an ad hoc report on 360 domain.
4. Notice that the competency rating displays "unrated".
5. Try run "Migrate Data for MTR Ad hoc Report Builder" job to sync the data.
6. Observer that the issue persists.

It is expected behavior if the legacy 360 form template has enabled "Calibration Mode" before upgraded to Fiori version.

The system behavior for "Calibration Mode" is: starting from 360 evaluation stage, data in feedback table (used for reporting) will not be overwritten by form data.

In 360 Fiori version, "Calibration Mode" has been removed from Form Template Settings.

However, for those template upgraded from legacy 360 to Fiori version, if "Calibration Mode" has been enabled from legacy form template, the setting is always saved in database and will affect the logic when syncing form data to feedback tables.

Product Engineering is investigating a long term solution for the issue cased by "Calibration Mode" in legacy 360 template.

Before a long term solution is delivered, use the following workaround.

Workaround

1. Customer can create a case to Support team, who can then reach out to the engineering team to execute a DB script to set the "Calibration Mode" to false for affected 360 templates. 
2. Run "Migrate Data for MTR Ad hoc Report Builder" job to sync the data.
   1. Go to Provisioning
   2. Company setting
   3. Search "Ad Hoc Builder" and locate "360 Multi-Rater Subject Sync"
   4. Click on "sync" button
   5. Enter job owner, usually an admin user
   6. Run the job

NOTE: Also do cross check, if the form has Ratings on Behavior enabled, if "behavior-weighted" is set to "true" then if the behaviors do not have weights provided, the competency rating will sow as "unrated".
