3645967 - Error "You cannot make an assignment to make-to-order stock" during production order creation in the "Create Purchase Order with Sales Order (CO08)" app

While creating a sales order-based production order using transaction code CO08, the system displays the error: "You cannot make an assignment to make-to-order stock"(Message no. CO684).

SAP S/4HANA Cloud Public Edition

1. Navigate to transaction code CO08 – Create production order with sales order.
2. Enter the sales order number and item number.
3. Enter the material number (e.g., same as in the sales order line item).
4. Execute the transaction or press Enter.
5. The system throws the error message: "You cannot make an assignment to make-to-order stock".

This error is triggered when the system is unable to assign the production order to make-to-order stock (special stock ‘E’) due to the following reasons:

• The material being used is non-valuated, and
• A make-to-order (MTO) strategy such as strategy 20 is assigned to the material master, which leads to a requirement type (e.g., S40) that expects valuated stock.
• SAP S/4HANA Cloud Public Edition does not support MTO production with non-valuated materials.

This restriction is in place because non-valuated materials cannot support cost tracking, settlement, and stock separation required for make-to-order production.

Option 1: Use a Valuated Material for True Make-to-Order Flow

To set up sales order-specific production (i.e., MTO), follow these steps:

1. Create a new material using a material type that allows valuation (e.g., FERT or HALB).
2. Maintain Accounting View and Costing View in the material master.
3. In the MRP 3 view, assign Strategy Group = 20 (Make-to-Order Production).
4. Create a new sales order for the updated material.
5. Execute CO08. The production order will now assign to make-to-order stock without triggering CO684.

This setup allows full MTO behavior, including special stock and cost object assignment.

Option 2: Use a Non-MTO Strategy for Non-Valuated Materials

If make-to-order stock separation is not required:

1. Retain the existing non-valuated material.
2. Set Strategy Group = 30 or 40 in the MRP 3 view.
3. Create a new sales order.
4. Execute CO08 to create the production order.

This method enables production order creation but behaves like make-to-stock. There will be no assignment to special stock and no cost object linkage to the sales order.
