3646058 - No workflow item in approver's inbox even the sales document is in approval

Symptom

The sales document workflow is activated and sales document is created. From the status tab of sales document header, the sales document is currently under "In Approval" status, but the approver is not able to find any item inside their workflow inbox to release this document. The workflow was triggered, the work item can also be found via transaction SWI1, but initially with Type "Block Work Item", for example:

Inside the workflow log, there is no release steps :
