3646565 - When a rehired employee tries to enroll the error message "You are not eligible for this benefit" is faced

Rehired employee encounters the error message: "You are not eligible for this benefit on" during benefit enrollment in the latest enrollment experience

1. Log in as rehired employee
2. Navigate to benefit enrollment using the latest enrollment experience 
3. During the process you encounter the error message "You are not eligible for this benefit on this date"

The issue is caused by a misconfiguration of the "Benefits Exception" type. Specifically, the exception is set to "Exception for: Edit of Enrollment" instead of "Exception for: Enrollment," which leads to eligibility errors when the latest enrollment record is inactive.

1. Confirm that the employee's latest enrollment is inactive.
2. Delete the "Benefits Exception" with type "Exception for: Edit of Enrollment" for the affected employee.
3. Configure the exception as "Exception for: Enrollment" instead.
4. Retry the enrollment process for the employee.
5. Verify that the error message no longer appears and the enrollment proceeds successfully.
