3646594 - Auto Delegation does not work

Auto Delegate Config has been created successfully, however, workflow still goes to delegator but not delegatee, meaning the auto delegation does not work.

• Workflow

1. Make sure "Is Delegate Supported" is set to Yes in Manage Organization, Pay and Job Structures<Workflow
2. Ensure the permissions are granted correctly.
   • "Allow Auto Delegation permission" must be granted to delegator in Manage Permission Roles<Manage Workflow
   • Check the Security settings in Configure Object Definitions<Object Definition< AutoDelegateConfig, AutoDelegateDetail,  AutoDelegateGroup and AutoDelegateGroupDetail
     • If they are not secured, make sure delegator has permission "Access to non-secured objects" in Manage Permission Roles<Metadata Framework
     • If they are secured, , grant below permissions to delegator or HR Admin in Manage Permission Roles
